be exempt from State, County and Municipal taxation of every
kind and nature whatsoever in the State of Maryland.

Sec. 6. And be it further enacted, That this Act shall take
effect from the date of its passage.

SEC. 6. AND BE IT FURTHER ENACTED, THAT NO
PART OF THE MONIES PROVIDED FOR HEREINABOVE
IN THIS ACT SHALL BE EXPENDED UNLESS AND UN-
TIL THE MAYOR AND ALDERMEN OF THE CITY OF
ANNAPOLIS HAVE CONCLUDED AN AGREEMENT
WITH THE STATE ROADS COMMISSION OF MARY-
LAND TO THE EFFECT THAT ON ANY CONSTRUCTION
OR RECONSTRUCTION WORK BEING PERFORMED BY
THE SAID STATE ROADS COMMISSION ON ANY ROAD
OR HIGHWAY ENTERING THE CITY OF ANNAPOLIS,
THE SAID STATE ROADS COMMISSION SHALL COM-
PLETE SUCH CONSTRUCTION AND RECONSTRUCTION
WORK TO THE CORPORATE BOUNDARIES OF THE
CITY OF ANNAPOLIS AS THE SAME EXISTED ON JAN-
UARY 1, 1949.

SEC. 7. AND BE IT FURTHER ENACTED, THAT THIS
ACT IS HEREBY DECLARED TO BE AN EMERGENCY
MEASURE AND NECESSARY FOR THE IMMEDIATE
PRESERVATION OF THE PUBLIC HEALTH AND SAFE-
TY AND HAVING BEEN PASSED BY A YEA AND NAY
VOTE, SUPPORTED BY THREE-FIFTHS OF ALL THE
MEMBERS ELECTED TO EACH OF THE TWO HOUSES
OF THE GENERAL ASSEMBLY OF MARYLAND, THE
SAME SHALL TAKE EFFECT FROM THE DATE OF ITS
PASSAGE.
