AUTHORITY SHALL BE ADMINISTERED FOR THE
PURPOSES AND IN ACCORDANCE WITH THE PRO-
VISIONS OF THIS ARTICLE OTHER THAN THE SUB-
TITLE.
30.
(e) The development of a project shall be deemed to be
"initiated, " within the meaning of this Article, if a Housing-
Authority has issued any bonds, notes or other obligations
with respect to financing the development of such project of
the Housing Authority, or has contracted with the Federal
Government with respect to the exercise of powers hereunder
in the development of such project of the Federal Government
for which an allocation of funds has been made prior to
June 1, [1947] 1955.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

AN ACT to repeal and re-enact, with amendments, Section 328
of Article 56 of the Annotated Code of Maryland (1939 Edi-
tion), title "Licenses, " sub-title "Dog Licenses in the Coun-
ties, " clarifying the provisions of said section.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 328 of Article 56 of the Annotated Code of
Maryland (1939 Edition), title "Licenses, " sub-title "Dog
Licenses in the Counties, " be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
328. Any person may kill any dog which he sees in the act
of pursuing, [worrying, ] attacking, wounding or killing any
poultry or livestock, or attacking human beings whether or not
such dog bears the proper license tag required by these pro-
visions. There shall be no liability on such persons in damages
