(f) (Qualifications. ) Members appointed to the several
Boards shall be residents and voters of the county in which
appointed, and shall be persons of high character, integrity,
and recognized business capacity. In Harford County they
shall also be taxpayers of said county. In Montgomery
County, the qualifications of the Director of the Department
of Liquor Control shall be determined by the County Manager
with the approval of the County Council.

(g) (Organization. ) The Board in each county shall organ-
ize by electing its own chairman [except that in Montgomery
County the Governor shall designate one of the appointees to
be Chairman of the Board]. In Harford County the Boards
shall also elect a Secretary-Treasurer.

(h)

(3) Montgomery County — [Twelve Hundred Dollars per
annum, and in addition thereto the Chairman shall receive the
additional sum of Four Hundred Dollars per annum]. The
salary of the Director of the Department of Liquor Control
shall be fixed by the County Manager with the approval of the
County Council.

(i) (Meetings. ) The Board shall meet as frequently as in
their respective opinions may be necessary for the public
business; except in Worcester County they shall meet at least
once each week, in Somerset County they shall meet at least
twice each month, and in Harford County they shall meet at
least fifty times each year. In Montgomery County, the Direc-
tor of the Department of Liquor Control shall devote all his
time to the duties of his office.

(c) (Repayment. ) All sums of money advanced to the Liquor
Control Board by the County Commissioners, and all sums
borrowed by the County Commissioners or the Liquor Con-
trol Board for the purposes of this sub-title, shall bear interest
at the lowest rate possible, not exceeding six per centum per
annum. All such sums advanced or borrowed, together with
the interest thereon, shall be repaid from the receipts from
sales made at the County Liquor Dispensary, and/or branch
dispensaries. [Provided, however, that in Montgomery County
the Board of County Commissioners shall have power to levy
against the taxable property in said county, such sums as
may be necessary from time to time to pay the interest on any
notes, certificates of indebtedness, and/or bonds issued for the
purpose of this sub-title, and to retire the principal thereof at
maturity. ]
