AN ACT to add a new section to Article 2B of the Anno-
tated Code of Maryland (1947 Supplement), title "Al-
coholic Beverages, " said new section to be known as Sec-
tion 26A, to follow immediately after Section 26 there-
of and to be under the sub-title "Local Licenses and
License Provisions, " relating generally to the powers
of the Board of License Commissioners of Cecil County
and to the licenses issued by said Board and creating a
new such license to be known as a Club and Organization
License.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 2B
of the Annotated Code of Maryland (1947 Supplement),
title "Alcoholic Beverages, " said new section to be known
as Section 26A, to follow immediately after Section 26
thereof and to be under the sub-title "Local Licenses and
License Provisions, " and to read as follows:
26A. Cecil County, (a) In Cecil County the Board of
License Commissioners are authorized to approve the issue
of an additional license, to be known as a Club and Or-,
ganization License, covering "on sales" of beer, wine and
liquor to the members and to the guests of the members of
such clubs and organizations. The fee for any such li-
cense shall be Five Hundred Dollars ($500. 00) annually.
Such licenses shall be issued only to veterans' clubs and
organizations which own real estate in the county and
which are associated with a national veterans' club or or-
ganization, to fraternal associations which own real estate
in the county and are associated with a national fraternal
association, and to a bona fide yacht club owning real estate
in the county and having a membership of not less than one
hundred and fifty persons, not less than fifty of whom own
yachts, boats or other vessels.
(b) The Board of License Commissioners shall not is-
sue in the aggregate a number of alcoholic beverage li-
censes under the provisions of this sub-title which exceeds
more than one to every two hundred and fifty registered
voters in Cecil County, or major fraction thereof, as deter-
