with the provisions of this section are hereby repealed to
the extent of such inconsistency.
(b) All such scholarships for Baltimore County AND
FOR THE THIRD LEGISLATIVE DISTRICT OF BAL-
TIMORE CITY shall be awarded after a competitive exam-
ination supervised and graded as provided hereinabove in
this section, and shall be awarded by the Dean of Admis-
sions or Committee on Admissions THE COMMITTEE ON
ADMISSIONS, OR THE APPROPRIATE AUTHORI-
TIES of the college or institution concerned, taking into
consideration the financial condition of the parents or
guardians of the several applicants, also as provided here-
inabove in this section.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1951.

AN ACT to repeal and re-enact, with amendments, Sec-
tion 4A(a) of Article 89B of the Annotated Code of
Maryland (1947 Supplement), title "State Roads, " re-
lating to the acquisition of property by the State Roads
Commission and the method that may be used to ac-
quire such property, including the condemnation thereof.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 4A(a) of Article 89B of the Annotated Code
of Maryland (1947 Supplement), title "State Roads, " be
and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
4A.
(a) The State Roads Commission may acquire by gift,
purchase, condemnation or otherwise, real property or
any interest in such property for highway construction
