SEC. 2. And be it further enacted, That this Act shall not be-
come effective until it has been submitted to a referendum of
the qualified voters of said town of Forest Heights at an elec-
tion to be held on the second Wednesday in May, 1951. There
shall be printed on the ballots to be used at said election the
title of this Act and underneath said title on separate lines a
square or box to the right of and opposite the words "For
Raising the Debt Limit" and a corresponding square or box
to the right of and opposite the words. "Against Raising the
Debt Limit" so that the said voters shall be able to designate
their decision for or against the increase in the debt limit. If
a majority of the votes cast at said election on this question
shall be "For Raising the Debt Limit", then this Act shall im-
mediately become effective. If a majority of the votes cast on
this question shall be "Against Raising the Debt Limit", this
Act shall be null and void and of no effect whatsoever.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
ing been passed by a yea and nay vote, supported by three-fifths
of all of the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

AN ACT to add a new section to Article 11 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Fred-
erick County", said new section to be known as Section 28,
to be under the new sub-title "Bail", and to follow immedi-
ately after Section 27 of said Article, relating to bail fur-
nished by the accused.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
11 of the Code of Public Local Laws of Maryland (1930 Edi-
