the minority party, which commission shall be known as
the Police Commissioners for the City of Frederick, here-
inafter referred to as commissioners. One commissioner
shall be appointed for a term of one year, two for two
years, and two for three years; and all subsequent com-
missioners shall be appointed for a period of four years.

MAYOR APPOINTS POLICEMEN

192. The mayor shall appoint, subject to the approval
of the board of aldermen, such number of policemen as
may from time to time be provided by ordinance, who,
within the police limits of the said city, and one mile
beyond, shall have all the powers possessed by constables
in this State, except as to the collection of debts, and shall
perform such duties as may be prescribed by ordinance,
and shall not be entitled to any fees, costs, or other emolu-
ments except wages; all other officers of the City of Fred-
erick not herein named, who shall be deemed necessary
to execute the laws and ordinances of the City of Fred-
erick whose offices are now or may hereafter be provided
for by law or by ordinance, order or resolution of the board
of aldermen, shall be appointed by the mayor at the usual
time of making appointments or at such time as the ordi-
nances may prescribe, and they and all officers herein
named shall receive such compensation as shall be fixed
from time to time by the ordinances of the City of Fred-
erick. Appointments shall be made from the list of those
who qualify in the manner hereinafter provided. The
Police Commissioners shall have the power and authority
to remove from office, suspend, or demote any policeman
or other officer who may be found inefficient, incompetent
or incapable, or who may be guilty of any misconduct or
malfeasance in office, or who is negligent in the perform-
ance of his duties.

EXAMINATIONS

193. (a) Any person desiring to be appointed to the
position of policeman shall make application to the com-
missioners within the time provided by ordinance or in the
rules and regulations to be adopted by the board of alder-
men. The commissioners shall examine all applicants for
appointment as to their moral, educational, and community
deportment qualifications and submit their findings to the
mayor and board of aldermen.

(b) The commissioners are hereby authorized to ap-
point a physician as medical examiner, who shall examine
all applicants for policeman as to their physical fitness to
