THEODORE R. MCKELDIN, GOVERNOR 1629

(a) To make, amend, extend, and add to a master plan
for the physical development of the city.

(b) To exercise control over subdividing in the city.

(c) To draft for the board of aldermen an official map
of the city.

(d) To prepare and adopt a zoning plan and recom-
mend or disapprove proposed changes in the plan.

(e) To submit annually to the mayor, not less than
ninety days prior to the beginning of the budget year, a
list of recommended capital improvements which in the
opinion of the commission are necessary or desirable to be
constructed during the forthcoming four-year period. Such
list shall be arranged in order of preference, with recom-
mendations as to which projects shall be constructed in
which year.

POWERS

179. The planning and zoning commission shall have
the power:

(a) To require information which shall be furnished
within a reasonable time from the other departments of
the city government in relation to its work.

(b) To request additional assistance for special survey
work of the mayor, who at his discretion may assign to the
commission members of the staff of any administrative de-
partment or direct such department to make special studies
requested by the commission.

(c) Within its budget appropriation, to contract with
city planners and other consultants for such services as it
may require, when approved by the mayor and the board
of aldermen.

(d) In the performance of its functions, to enter upon
any land and make examinations and surveys and place
and maintain necessary monuments and marks thereon.

MASTER PLAN

180: The master plan for the physical development of
the city, with the accompanying maps, plats, charts,
descriptive and explanatory matter, shall show the com-
mission's recommendations for the development of city ter-
ritory, and may include, among other things: (a) The gen-
