constructed and maintained by or under the supervision
of the Department of Public Works. In this connection the
Department of Public Works shall comply with all plan-
ning and zoning ordinances and regulations of the city.

ACQUISITION AND DISPOSAL

172. The City of Frederick may buy or accept as a
gift any property it deems necessary for any public or
municipal purpose, and may sell, lease, or otherwise dis-
pose of any property belonging to the city.

CONDEMNATION

173. The City of Frederick shall have the power to
condemn any property, right, or interest belonging to any
person, persons, corporation, or corporations (whether
such corporation be public or private, and whether such
property, right, or interest be impressed with a prior pub-
lic or quasi public use or not) for the purpose of making
any public improvement. The manner of procedure in case
of any condemnation proceeding shall be that established
in Article 3SA of the Annotated Code of Maryland, title
"Eminent Domain. " By way of enumeration and not limi-
tation, public improvements shall be construed to include
sewers, drains, disposal plants, water systems, waterworks,
water and water courses, rights-of-way, public ways, side-
walks, public parks and playgrounds, markets, airports,
and parking lots.

PROTECTION

174. The City of Frederick shall have the power to
take all measures it deems necessary to protect the build-
ings and all other property of the city.

ARTICLE XV
PLANNING AND ZONING
GENERAL PURPOSES

175. In accordance with the provisions of this article,
the City of Frederick shall have the power to plan and zone
the city and one mile beyond with the general purpose of
guiding and accomplishing a coordinated, adjusted, and
harmonious development of the city. Among other things,
this planning and zoning authority may be used to promote
the health, safety, morals, order, convenience, prosperity,
and general welfare of the city; to provide good civic de-
sign and arrangement; to promote the wise and efficient
