trar who shall, after any necessary investigation, execute the
certificate of birth.

(c) The stillbirth certificate shall be executed by the phy-
sician or midwife in attendance, provided that in the case of
midwife deliveries, the county health officer or Commissioner
of Health of Baltimore City, or their designated representa-
tive, shall review and countersign the certificates.

21. (Duties of Institutions. ) Persons in charge of institu-
tions for care, correction, or treatment of disease, injury or
childbirth shall record and report all births, deaths, stillbirths,
and statistical data required by this sub-title, relating to their
inmates or patients. The data shall be obtained from the best
possible source and be presented to the persons responsible
for execution of certificates under this sub-title.

22. (Alterations and Replacement of Birth Certificate. )

(a) In the event of an alteration of any certificate of birth
the facts shall be properly certified to the State Board of
Health and entered in red ink over the signature or initials
of its duly authorized representative.

(b) A new certificate of birth shall be made whenever the
State Board receives proof satisfactory to it:

(1) That the previously unwed parents of a person have
inter-married subsequently to the birth of such person; or

(2) That a court of competent jurisdiction has entered a
judgment order or decree relating to the parentage or adop-
tion of a person.

(c) Such new certificate for any person shall be in the form
prescribed by the State Board of Health, and shall be pre-
pared on the following basis: Such person shall be treated as
having had at birth the status subsequently acquired or estab-
lished and of which proof is submitted; where such person
is illegitimate and paternity has been established by legal
proceedings the name of such father shall be inserted; where
such person has been adopted the name of such child shall be
that fixed by the decree of adoption and the foster parents
shall be recorded as the parents of such child.

(d) When a new certificate of birth is made, the State Board
shall substitute such new certificate of birth for the certificate
then on file, if any. The State Board shall place the original
certificate of birth and all papers pertaining to the new cer-
tificate of birth under seal. Such seal shall not be broken
except by order of a court of competent jurisdiction or on
