Frederick Water Company are vested in the City of
Frederick.

DEPARTMENT OF PUBLIC WORKS

153. The construction, operation, maintenance, and re-
pair of the city's water supply system, water plant, sani-
tary sewerage system, sewage treatment plant, storm water
sewers, refuse collection and disposal system, electric light
plant, electric power plant, electrical distribution system,
public markets, fire plugs, airport, and all other matters
pertaining thereto as provided in this charter shall be
under the direction and supervision of the Department of
Public Works. In this connection the Department of Public
Works shall comply with all planning and zoning ordi-
nances of the City.

CONSTRUCTION

154. The city engineer shall advertise for sealed bids
for any construction undertaken under Section 151 (a), (b),
(c), (d), (e), (f), or (g). Bids may be asked for the work
as a whole or in parts. The contract shall be let to the
lowest responsible bidder, and all contracts shall be ap-
proved by the board of aldermen. If the city engineer
feels that all the bids are unreasonable, he may readver-
tise or may do the work by day labor. The city in its dis-
cretion may employ and use its own forces to carry out
any of the above construction.

PLACING STRUCTURES IN PUBLIC WAYS

155. Any public service corporation, company, or indi-
vidual, before beginning any construction or placing or
changing the location of any main, conduit, pipe, or other
structure in the public ways of the city, shall submit plans
to the city engineer and obtain his written approval. Any
public service corporation, company, or individual violat-
ing the provisions of this section shall be guilty of a mis-
demeanor. If any unauthorized main, conduit, pipe, or
other structure interferes with the operation of the water,
sewerage, or storm water systems, the Department of
Public Works may order it removed.

OBSTRUCTIONS

156. All individuals, firms, or corporations having
mains, pipes, conduits, or other structures in, on, or over
any public way in Frederick City or Frederick County
which impede the establishment, construction, or operation
