under the provisions of this section shall be paid from the
taxes levied for the general purposes of the city. Levying
or collecting any special tax for the payment of these notes
or other evidences of indebtedness is expressly prohibited.
The notes or other evidences of indebtedness issued under
the provisions of this section need not be submitted to a
vote of the qualified voters of the city and they shall not
be deemed to be included under the
ten per cent (10%)
EIGHT PER CENT (8%) bond limit established by this
charter.

PREVIOUS ISSUES

117. All bonds, notes, or other evidences of indebted-
ness issued by the City of Frederick previous to the effec-
tive date of this charter, and all ordinances passed concern-
ing them, are hereby declared to be valid, legal, and bind-
ing and of full force and effect as if herein fully set forth.

TAX EXEMPTION

118. All bonds, notes, or other evidences of indebted-
ness issued and sold by the City of Frederick under the
authority of this charter shall be exempt from all state,
county, and municipal taxes in Maryland.

PURCHASING

119. The city engineer, under the supervision and con-
trol of the mayor, shall serve as purchasing agent for
the City of Frederick. Pursuant to rules and regulations
established by ordinance, the city engineer, serving as pur-
chasing agent, shall contract for, purchase, store, and
distribute all supplies, materials, and equipment required
by any office, department, or agency of the city govern-
ment. In accordance with Sections
142 149 and 154 of this
charter, the city engineer, serving as purchasing agent,
shall invite bids and award public works and construction
contracts. The city engineer, serving as purchasing agent,
shall also have the power to:

(a) Establish and enforce specifications with respect
to supplies, materials, and equipment required by the city
government.

(b) Inspect or arrange for the inspection of all deliver-
ies of supplies, materials, and equipment, and determine
their quality, quantity, and conformance with specifica-
tions.

(c) Have charge of such general storerooms and ware-
houses as the board of aldermen may provide by ordinance.
