voters shall be able to designate by a cross mark in the
proper square or box their decision for or against this
question. If a majority of the votes cast on the question
shall be cast "For New Charter", this charter shall become
effective immediately. If a majority of the votes cast on
the question shall be cast "Against New Charter", this
charter shall not become effective and shall be wholly null
and void.

(Senate Bill 347)

AN ACT to repeal Section 195 to Section 460, inclusive,
of Article 11 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Frederick County, " sub-
title "Frederick, " and all subsequent amendments there-
of and additions thereto, subject to the reservations and
conditions hereinafter set out, and to enact 222 new sec-
tions in lieu thereof, to stand in the place and stead of
the sections so repealed, providing a new Charter for the
municipal corporation of Frederick City, formerly
known as "The Mayor and Aldermen of Frederick. "

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 195 to 460, inclusive, of Article 11 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Frederick County, " sub-title "Frederick, " and all
subsequent amendments thereof and additions thereto, be
and the same are hereby repealed and that 222 new sec-
tions he and the same are hereby enacted in lieu thereof,
to stand in the place and stead of the sections so repealed,
and to read as follows:

INCORPORATION AND GENERAL GOVERNMENT
INCORPORATION

1. The citizens of the City of Frederick, in Frederick
County, Maryland, are hereby constituted a body corporate
