as the Town of Mount Airy may require, all of which shall
be enforceable in any court having jurisdiction.

BONDS

72. The Town of Mount Airy shall have the power to
issue bonds in accordance with the provisions of Section
57 of this charter to finance work on town public ways,
sidewalks, curbs, gutters, or other projects undertaken
under the provisions of this article.

COUNTY ROAD TAX

73. It shall be the duty of the county commissioners of
Carroll County to pay annually to the Town of Mount Airy
one-half the amount of taxes levied and collected annually
by the county commissioners for road purposes upon all
property liable to taxation within the corporate limits of
the Town of Mount Airy. This money shall be appropriated
and used by the Town of Mount Airy only for the main-
tenance and improvement of town public ways in that part
of the town within the borders of Carroll County.

ARTICLE IX
WATER AND SEWERS
POWERS

74. The Town of Mount Airy shall have the power:

(a) To construct, operate, and maintain a water system
and water plant.

(b) To construct, operate, and maintain a sanitary sew-
erage system, a sewage treatment plant, and storm water
sewers.

(c) To construct, operate, and maintain an electric light
and power plant.

(d) To construct, maintain, reconstruct, enlarge, 'alter,
repair, improve, or dispose of all parts, installations, and
structures of the above systems and plants.

(e) To have surveys, plans, specifications, and estimates
made for any of the above plants or systems or parts there-
of or the extension thereof.

(f) To do all things it deems necessary for the efficient
operation and maintenance of the above plants and sys-
tems.
