as to all persons and corporations except appellants, men-
tioned in the said notice and as against all attack except
by appeal as provided, and in case the proceedings shall
be held invalid as
to an appellant they shall not be con-
sidered as invalid except as to that appellant; provided,
that whenever any proceedings shall be held invalid as
to any person, the city shall, as soon after such holding as
conveniently as may be, proceed to institute, as to such
persons, new proceedings, or to do whatever else may be
necessary, for the purpose of properly and fully carrying
into effect the plan of the improvements as laid out in
the ordinance required by sub-division two of this section.

ARTICLE XV
PUBLIC HEARINGS

144. Public Hearings on Construction. All major con-
struction work carried on by the city must be authorized
and approved by the council before bids may be requested.
The council shall give at least ten days9 notice in one or
more newspapers published in the City of Salisbury of
such proposed approval, stating a time and place where
all interested persons may be heard before the approval
of the proposed project or projects. Projects for which an
expenditure is provided in any budget as adopted by the
council shall be deemed approved by the council and the
public budget hearing shall be a sufficient hearing thereon.
The council's decision as to the approval of any project
shall be final.

ARTICLE XVI
POLICE DEPARTMENT

145. Chief of Police. There shall be a police depart-
ment headed by a chief of police. He shall be appointed by
the mayor with the advice and consent of the council and
shall serve at the pleasure of the mayor. His compensation
shall be determined by the council.

146. Duties. Under the supervision of the mayor, the
chief of police in person or through his subordinates shall
do the following:

(a) He shall enforce the by-laws, resolutions, and ordi-
nances of the city and the laws of the State of Maryland
relating to crimes and misdemeanors committed in the
city. He shall subdue riots, disorders, and disturbances of
the peace and shall take into custody all persons so offend-
