such flumeway by written notice delivered to the city
clerk. After such notice, the City of Salisbury shall have
full control of the public way over the dam as over other
public ways in the city.
ARTICLE XII
WATER, SEWERS AND GARBAGE
128. Powers. The City of Salisbury shall have the
(a) To operate the water system and water works of the
city.
(b) To construct and operate a sanitary sewerage sys-
tem, a sewage treatment plant, and storm water sewers.
(c) To construct and operate a garbage incinerator
plant.
(d) To construct, maintain, reconstruct, enlarge, alter,
repair, improve, or dispose of all parts, installations, and
structures of the above systems and plants.
(e) To have surveys, plans, specifications, and estimates
made for any of the above plants or systems or parts
thereof or the extension thereof.
(f) To do such things as may be necessary for the effi-
cient operation and maintenance of the above plants and
systems.
129. Department of Public Works. The construction,
operation, maintenance, and repair of the city's water sup-
ply system, water plant, sanitary sewerage system, sewage
treatment plant, storm water sewers, and garbage incin-
erator plant and all other matters pertaining thereto as
provided in this charter shall be under the direction and
supervision of the department of public works.
130. Constitution. CONSTRUCTION. The city through
the purchasing agent, shall advertise for sealed bids for
any construction undertaken under Sections 128 (a), (b),
(c) or (d). Bids may be asked for the work as a whole or
in parts. The contract shall be let to the lowest responsible
bidder, and all contracts shall be approved by the council.
If the purchasing agent feels that all the bids are unreason-
able, he may readvertise or may have the department of
public works do the work by day labor. The city in its dis-
cretion may expend for construction by day labor an
amount not exceeding one thousand dollars ($1, 000. 00)
without advertising for or receiving bids.
