ARTICLE X
DEPARTMENT OF PUBLIC WORKS
113. Director of Public Works. There shall be a de-
partment of public works headed by a director of public
works. The director of public works shall be appointed
by the mayor with the advice and consent of the council
and shall serve at the pleasure of the mayor. His com-
pensation shall be determined by the council. For conven-
ience of administration, the mayor and director of public
works, with the consent of the council, may divide the de-
partment of public works into bureaus, such as a bureau of
engineering, a bureau of streets, a bureau of water supply,
a bureau of sanitation, and other similar bureaus.
114- Duties. Under the supervision of the mayor, the
director of public works shall:
(a) Have general supervision and direction over the
planning, construction, operation, maintenance and repair
of the public ways, sidewalks, gutters, water system and
plant, sanitary sewerage system, sewage disposal plant,
garbage incinerator plant, airport, and such other public
works or improvements as the city may undertake.
(b) Recommend from time to time to the council through
the mayor such public works or improvements as he deems
necessary.
(c) See that the building and plumbing codes of the city
are enforced.
(d) Supply engineering advice to the mayor, the council,
or other officers of the city when they request it.
(e) Do such other things as the council or the mayor
may require.
ARTICLE XI
PUBLIC WAYS AND SIDEWALKS
115. Definition. The term "public ways" as used in
this charter shall refer to all streets, avenues, roads, high-
ways, public thoroughfares, lanes, and alleys which at
present are or in the future may be within the City of
Salisbury.
116. Control. The City of Salisbury shall have charge
of all the public ways of the city except such as may be
under the jurisdiction of the Maryland State Roads Com-
