(f) Collect all taxes, special assessments, license fees,
liens, and all other revenues (including water revenues)
of the city, and all other revenues for whose collection the
city is responsible, and receive any funds receivable by
the city.

(g) Have custody of all public moneys, belonging to or
under the control of the city, except as to funds in the
control of any set of trustees, and have custody of all
bonds and notes of the city.

(h) Have custody of all investments and invested funds
of the city, or under the control of the city, except as to
funds in the control of any set of trustees, and have cus-
tody of all bonds and notes of the city.

(i) Do such other things in relation to the fiscal or
financial affairs of the city as the mayor or the council
may require or as may be required elsewhere in this
charter.

58. Bond. The city treasurer shall provide a bond
with such corporate surety and in such amount (but not
less than fifty thousand dollars ($50, 000, 00) as the coun-
cil by ordinance may require.

59. Expenditures To Be Authorized by Council. No
public money may be expended without having been ap-
propriated by the council.

60. Fiscal Year. The city shall operate on an annual
budget. The fiscal year of the city shall begin on the first
day of January and shall end on the last day of December
on each calendar year. Such fiscal year shall also consti-
tute the tax year, the budget year, and the accounting
year.

61. Estimates. The mayor, on such date as the coun-
cil may require, but at least thirty-two (32) days before
the beginning of any fiscal year, shall submit to the council
a budget and an explanatory budget message. For that
purpose, at such date as he shall determine, the mayor
and/or the executive secretary shall obtain from the head
of each office, department, and agency (a) estimates of
revenue and expenditures for the next fiscal year, detailed
by organization units and character and object of expen-
diture; (b) such other supporting data as he may request;
and (c) an estimate of all capital projects pending or which
such office, department, or agency head believes should be
undertaken (i) within the budget year and (ii) within the
