formable by the Board. The control of any land, buildings or
other acceptable facilities made available to the Board shall
be in accord with agreements reached between the Board and
the person, corporation or agency having jurisdiction over such
properties.

(c) No power or authority conferred by this Act shall be
construed to abridge or limit the power of the County Com-
missioners of Baltimore County or of any governmental agency
or of any person or corporation to refuse to permit or to limit
the use of any ground, building or facility under their indi-
vidual or collective control, for recreational purposes. For the
purpose of carrying on its functions, the Board may act directly
or through a duly designated agent, agents or agencies.

367F. The Board may, within the limits of funds appro-
priated to it for this purpose by the County Commissioners of
Baltimore County, employ such personnel, in addition to the
Director of Recreation, as the Board may consider necessary
to administer its functions properly. The Director and all
other personnel of the Board shall be employees of Baltimore
County. Their salaries shall, subject to the approval of the
County Commissioners of Baltimore County, be fixed by the
Board. The Board is also authorized to employ personnel on a
part-time or temporary basis, and may, in its discretion at any
time, discharge any person employed by it, including the Direc-
tor. The engagement of voluntary workers without compensa-
tion may also be undertaken by the Board upon the recom-
mendation of the Director.

367G. The Board shall submit to the County Commissioners
of Baltimore County an annual report of its activities, together
with recommendations for further activities and development
of the County recreation program; and shall also submit to
the County Commissioners of Baltimore County, at such time
as they may direct an annual budget, itemizing the appropria-
tions necessary for the performance of its functions and duties

under this Act.

IN CARRYING OUT THEIR PROGRAM UNDER THIS
ACT. HOWEVER, NO MONIES ALLOCATED TO THE
BOARD UNDER THIS BUDGET SHALL BE TRANS-
FERRED TO ACTIVITIES OR PROGRAMS NOT PRO-
VIDED FOR IN THE SAID BUDGET WITHOUT THE
CONSENT AND APPROVAL OF THE BOARD OF COUN-
TY COMMISSIONERS OF BALTIMORE COUNTY.

367H. (a) The County Commissioners of Baltimore County,
by and through the Board of Recreation hereby created, shall
