($7, 000) annually. There shall also be in the Bureau INSTI-
TUTION three psychiatrists or clinical psychologists, at least
four trained social workers (one of whom shall be a psychiatric
social worker), a resident physician and a resident dentist, to-
gether with such other phychiatrists, psychologists, social serv-
ice workers and sociologists, physicians, administrative of-
ficers, custodians, clerks and other officers and employees as
may be provided in the Budget from time to time. Except as
otherwise provided herein, the salaries of all officers and em-
ployees in the Bureau
INSTITUTION shall be as provided in
the Budget.

(b) Persons in professional positions in the said Bureau,
INSTITUTION, including the associate directors and all
social workers and sociologists, psychiatrists, psychologists,
physicians, dentists, and administrative officers, shall not be
included in the Merit System under the provisions of Article
64A of the Annotated Code. They shall be chosen by the
Director of the said Bureau
INSTITUTION, subject to the
approval in each instance of the Advisory Board established
hereunder. The associate director in charge of the custodial
and administrative duties of the Bureau
INSTITUTION shall
be appointed by the Director, from a list of names submitted
to him by the Board of Correction.

4. (Administrative Organization. ) (a) The Bureau shall

be an independent and autonomous agency in the medical
and psychiatric diagnosis and/or treatment of persons
within its jurisdiction, under the general supervision and
control of the Director, with full authority to determine and

apply such procedures for diagnosis and types of care and

treatment as to it seem most suited in individual instances.

In the routine of administrative control and management,

and in matters relating to the custodial care and safety of

persons within the jurisdiction of the Bureau, the policies

and methods of the Bureau shall be subject to the general

control and supervision of the Board of Correction, and the
Board shall require that such policies and methods be simi-

lar to those used in the several penal institutions under its

control. The Associate Director, in charge of the custodial

and administrative duties of the Bureau under the Director,

shall be in charge of the day to day administrative details-

and custodial matters of the Bureau, following the policies

and methods determined upon by the Board of Correction.

In the event of any question or dispute arising under this

section, as to whether a given matter concerns the medical
and psychiatric treatment of persons within the jurisdic-

tion of the Bureau, or whether it concerns the administra-
