CHAPTER 476
(House Bill 12)

AN ACT to add a new article to the Annotated Code of Mary-
land (1939 Edition), said new article to be known as Article
31B, to follow immediately after Article 31A of said Code
and to be under the new title "Defective Delinquents", pro-
viding for the establishment of an institution for defective

delinquents as a bureau and agency of the State, AT

JESSUPS, TO BE KNOWN AS THE PATUXENT INSTI-
TUTION AND TO BE WITHIN THE GENERAL ADMIN-
ISTRATIVE CONTROL OF THE BOARD OF CORREC-
TION, PROVIDING for the powers, duties and organiza-
tion of said bureau INSTITUTION, defining defective
delinquents, and providing generally for the establishment
of the presence of defective delinquency in any person, the
indeterminate confinement of such persons and their possible
parole or release; AND DEFINING GENERALLY THE
POWERS AND DUTIES OF THE BOARD AND DE-
PARTMENT OF CORRECTION AS TO THE SAID INSTI-
TUTION AND THE POWDERS AND DUTIES OF THE
INSTITUTION AND ITS SEVERAL SUB-DIVISIONS.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That a new article be and it is hereby added to the An-
notated Code of Maryland (1939 Edition), said new article to
be known as Article 31B, to follow immediately after Article
31A of the said Code, to be under the new title "Defective De-
linquents", and to read as follows:

ARTICLE 31B
DEFECTIVE DELINQUENTS

Bureau for Defective Delinquents

PATUXENT INSTITUTION

1. (Established. ) There shall be an institution for defective
delinquents,
as a bureau and agency of the State, with the
powers and duties as provided in this Article or elsewhere in
the laws of this State.
SAID INSTITUTION SHALL BE
ESTABLISHED AT JESSUPS AND SHALL BE KNOWN
AS THE PATUXENT INSTITUTION.
