sion, and be incorporated by the name of The Vestry of
such a new Parish, and such Vestry and Churchwardens
shall have all the powers hereby granted in this Act to
other Vestrymen and Churchwardens; provided always
that a majority of the members of the Protestant Episco-
pal Church, qualified to vote for Vestrymen, residing in
any Parish, or part or parts of a Parish or Parishes, pro-
posed to be added to any new Parish or Parishes, or to be
constituted into a new Parish, shall consent thereto.

The Vestry of any new Parish or Separate Congrega-
tion thus created when elected shall cause a certificate to
be made and signed by a majority of said Vestrymen with
the State Tax Commission of Maryland, or other successor
State agency, in which shall be set forth the material facts
with regard to the organization of the new Parish or Sepa-
rate Congregation stating the name thereof, the time and
authority for its creation, the name and residence of the
Vestrymen so elected and the place or places where the
principal Church thereof shall be situated, and that the
corporation so created shall be subject to the provisions of
this Act. The customary established recording fee shall
be paid for the recording of such certificate.

And in case of the creation of any new Separate Con-
gregation of the Protestant Episcopal Church other than
by the division of an existing Parish by authority of the
Convention of the Church as above provided, or of the par-
ticular Diocese, and the acceptance by the Convention of
union with it, a like certificate shall be made, filed and re-
corded as aforesaid.

And as Vestries heretofore formed under the Vestry Act
have not been required publicly to record their charters,
the State Tax Commission or its successor State Agency is
authorized to record, at customary rates, a certificate show-
ing the material facts with regard to the organization of
the Vestry of such Parishes or Separate Congregations
stating the name thereof, the time and authority for its
creation, the name and residence of its Vestrymen and the
place or places where the principal Church thereof is situ-
ated, upon the request of the Convention of any Diocese
with which the Parish or Separate Congregation whose cer-
tificate is offered for record is in union or upon the request
of the particular Vestry in this State whose certificate is
offered for record.

291V. In case the Vestry of any Parish or Separate
Congregation now or hereafter subject to this Act, by rea-
son of shifts in population or other changed economic con-
ditions, shall be or become financially unable to support
