THEODORE R. MCKELDIN, GOVERNOR 1117

"Public Works", sub-title "Department of Public Improve-
ments", Section 8E having been amended by Chapter 80 of the
Acts of 1949 and Section 8HA having been enacted by said
Chapter, be and they are hereby repealed and re-enacted, with
amendments, to read as follows:

8C. The Department of Public Improvements of Maryland
is hereby created. The head of said Department shall be the
[Chief Engineer] Director of Public Improvements of Mary-
land, WHICH SHALL BE A FULL-TIME POSITION. The
Department shall perform the duties and functions herein
conferred upon it or delegated to it by the Board of Public
Works and shall have all powers necessary and proper to ful-
fill such functions and duties.

8D. The Governor shall appoint as of June 1, 1947, and each
fourth year thereafter, a qualified registered engineer, who for
at least the previous five years has been a resident and regis-
tered voter of Maryland, to be the [Chief Engineer of Mary-
land] Director of Public Improvements, who shall hold office
for a term of four (4) years and until his successor shall be
appointed and qualify. The Governor may remove the [Chief
Engineer] Director for official misconduct, incompetency or
neglect of duty. Any vacancy in the office of [Chief Engineer]
Director shall be filled by the Governor for the unexpired por-
tion of the term. The Governor, when appointing a [Chief
Engineer] Director, shall give first consideration to the quali-
fications of those who are graduates in engineering of a recog-
nized college or technical school of collegiate grade. The
[Chief Engineer] Director shall be a person of broad experi-
ence and high standing in his profession, and shall have had
responsible charge of engineering works over a period of at
least ten years. If the person appointed as [Chief Engineer]
Director is not a graduate in engineering of a recognized
college or technical school of collegiate grade, he shall have
had not less than eighteen years' experience in engineering,
during ten years of which he shall have been in responsible
charge of important engineering projects. The [Chief En-
gineer] Director shall devote his entire time to the duties of
his office and shall be paid [an annual salary of at least Eight
Thousand Dollars ($8, 000) and] such [additional amount]
salary as may be provided for in the budget.

8E. The [Chief Engineer] Director shall appoint a Deputy
[Chief Engineer] Director and such number of additional em-
ployees of the Department of Public Improvements as may be
provided for in the budget. The appointment of all employees,
other than the Deputy [Chief Engineer] Director or Execu-
