AN ACT to repeal and re-enact, with amendments, Sections
780, 781, 782, 783 and 784 of the Code of Public Local Laws
of Prince George's County (Flack's 1943 Edition), relating
to sidewalk, street, alley, and storm drain improvements
in the City of Hyattsville, and providing for a referen-
dum thereon. TO SIDEWALK, STREET AND ALLEY
IMPROVEMENTS IN THE CITY OF HYATTSVILLE.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 780, 781, 782, 783 and 784 of the Code of
Public Local Laws of Prince George's County (Flack's 1943
Edition), be and they are hereby repealed and re-enacted,
with amendments, to read as follows:
Street, Alley, and Storm Drain Improvements
STREET AND ALLEY IMPROVEMENTS
780. The Mayor and City Council of Hyattsville, a municipal
corporation, is hereby empowered and authorized to construct
roadbeds, sidewalks, curbs, gutters, storm drains, and street
and alley improvements, or any or all, in the [Town] City of
Hyattsville [Maryland], in such cases as it may determine
the same to be necessary for the public benefit, and for the
benefit of the abutting land and of the owners of the said
abutting land, provided that before any permanent street,
sidewalk, curb, alley, and/or storm drain AND/OR ALLEY
improvements shall be made under the provisions of this sec-
tion, the Mayor and City Council shall obtain from more than
fifty per cent of the property owners of record abutting upon
said street, sidewalk, curb, alley, and/or storm drain
AND/ON ALLEY their written approval of said permanent
improvement and/or improvements; provided, however,
that where there is a gap not exceeding one block in length
in the permanent paving of a street, and said street is
permanently paved for at least one block distance in each
direction from said gap, no written approval of any property
owners need be obtained for the construction by the Mayor
and City Council and assessment of the costs thereof under
this sub-title of a permanent roadbed, curbs, and gutters in
