missioners may grant to the Authority the exclusive right
to use such vacated streets, alleys or other public places for
the purposes of the Authority, subject to such terms and
conditions and in such manner as the Board of County
Commissioners and the Authority may lawfully agree
upon;
(2) The Board of County Commissioners may adopt
such lawful resolutions and ordinances as they may deem
necessary or desirable to regulate motor traffic and the
parking of motor vehicles in the vicinity of any project or
facility of the Authority and to regulate or prohibit in the
vicinity of any such project or facility the construction, es-
tablishment or operation of competing publicly or privately
owned facilities, and, to the extent that it may lawfully
do so, the County Commissioners of Baltimore County may
contract with the Authority that such ordinances and reso-
lutions shall be irrepealable as long as the bonds of the
Authority payable from the revenues of any project or
projects shall be outstanding or for such lesser period as
the County Commissioners of Baltimore County and the
Authority may agree upon;
(3) To make advances of sums from time to time to the
Authority from available and otherwise unallocated funds.
Any such advances shall be used by the Authority solely to
defray expenses for investigations, engineering and archi-
tectural studies, options and compensation of employees
and counsel which may be incurred prior to the sale of its
revenue bonds, and which advances shall be repaid out of
the first proceeds of the sale of revenue bonds by the Au-
thority following any such advance, unless the County Com-
missioners of Baltimore County and the Authority shall
otherwise in writing agree;
(4) The Board of County Commissioners may at their
discretion, by resolution, provide for such municipal or
governmental services and permits, subject to such limita-
tions, terms and conditions as said Board of County Com-
missioners may in their discretion determine, but such
resolution shall not have the force of a contract with the
bondholders and shall be subject to amendment or repeal
at any time.
SEC. 6. And be it further enacted:
(Credit of County Commissioners of Baltimore County
Not Pledged. ) Revenue bonds issued under the provisions
of this Act shall not be deemed to constitute a debt of the
County Commissioners of Baltimore County or a pledge
