213. (a) Every Absentee Resident shall be entitled to vote
at any municipal primary or general election in Baltimore
City in the manner hereinafter provided in this sub-title.

(b) The time for holding a municipal primary election shall
be on the Tuesday which is nine weeks or sixty-three days
prior to the Tuesday next after the first Monday in May of the
year in which the municipal elections in the City of Baltimore
are to be held. Any person wishing to file a certificate of
candidacy in any such municipal primary election shall file
his certificate of candidacy with the Board of Supervisors of
Elections of Baltimore City at least sixty (60) days before
the date on which the said municipal primary election is to be
held for that year. However, all the provisions of Section 57,
except those that are inconsistent with the provisions set out
in this new sub-title, shall continue in full force and effect,
and those provisions of Section 57 which are inconsistent with
this sub-title are hereby suspended for as long as this sub-title
may be effective.

(c) At any time before any such election, any Absentee Resi-
dent, who has reason to believe that because of his status as
such he will be unable to vote in person at such election, may
make application in writing to the Board of Supervisors of
Elections of Baltimore City, requesting that he be sent an
Absentee Ballot. Such application shall be signed by the
applicant and shall disclose the applicant's full name and
last home address in Baltimore City, the address to which the
Absentee Ballot shall be sent, and that he is in the armed
forces of the United States or otherwise has a status which
entitles him to vote as an Absentee Resident. As soon as an
application is received by the Board, it shall mail the appli-
cant an Absentee Ballot, as hereinafter provided. The infor-
mality of any application, including any made in accordance
with Section 214 of this sub-title, or failure to include therein
all the data prescribed above, shall not invalidate the applica-
tion, and the Board upon receiving a written or printed
request for an Absentee Ballot signed by the applicant shall
honor the same if it is possible to ascertain from the request
or otherwise the
name of the individual seeking the ballot
and the address to which the ballot is to be sent.

(d) An Absentee Resident shall be entitled to be sent an
Absentee Ballot as hereinabove provided only if the application
therefor is received by the said Board at least five (5) days
before the date of an election.

214. (a) Upon the request of any relative or friend of an
Absentee Resident, it shall be the duty of the Board to furnish
said relative or friend an application to be forwarded to such
