vantageous to the State, the Conservation Program or the
seafood industry to sign this Bill, and therefore, I am re-
turning it without my approval.

Dear Mr. President:

I am returning herewith Senate Bill No. 97 without my
approval. The provision of this bill for the disclosure of
a principal for whom an agent deals would cause additional
expense, might to some extent lead to the disclosure of
trade secrets, and is an unnecessary invasion of the rights
and practices of private enterprise.

While it has been represented to me that the measure
would attempt to restrict speculative buying of tobacco,
the better considered opinion is that it would tend to ham-
per and impair the market for Maryland tobacco.

Since our common interest is to protect this important
Maryland industry, I have disapproved the measure.
