be guilty of a misdemeanor and upon conviction thereof
shall be subject to a fine of not more than $500 for every
such offense.
Sec. 2. And be it further enacted, That this Act shall
take effect June 1, 1952.

CHAPTER 20
(Senate Bill 21)
AN ACT to propose an amendment to Section 52 (4), (5)
of Article 3 of the Constitution of Maryland, title "Legis-
lative Department," relating to the State Budget and to
provide for the submission of said amendment to the
qualified voters of the State for adoption or rejection.
Section 1. Be it enacted by the General Assembly of
Maryland (Three-fifths of all the members elected to each
of the two Houses concurring), That the following section
be and it is hereby proposed as an amendment to Article 3
of the Constitution of Maryland, title "Legislative Depart-
ment," amending Section 52 (4), (5) of said Article, the
same, if adopted by the qualified voters of the State, as
herein provided, to supersede and stand in the place and
stead of Section 52 (4), (5) of Article 3 of the Constitu-
tion of Maryland.

(4). Each Budget shall embrace an [itemized] estimate
of [the] all appropriations in such form and detail as the
Governor shall determine or as may be prescribed by law,
as follows: (a) for the General Assembly as certified to
the Governor in the manner hereinafter provided; (b) for
the Executive Department; (c) for the Judjciary Depart-
ment, as provided by law, certified by the Comptroller;
(d) to pay and discharge the principal and interest of the
debt of the State in conformity with Section 34 of Article
