registration cards and plates at any time prior to expira-
tion of registration, but no person shall display upon a
vehicle the new registration plates [for more than thirty
days prior to the expiration of the registration period]
prior to April 1 for those registrations which expire on
April SO, nor prior to March 1 for those registrations
which expire on March 31.

Sec. 2. And be it further enacted, That this Act is here-
by declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.

CHAPTER 13

(Senate Bill 57)

AN ACT to repeal and re-enact, with amendments, Sec-
tion 18 of Article 33 of the Annotated Code of Maryland
(1951 Edition—being Section 15 in 1947 Supplement),
title "Elections," sub-title "Registration," changing the
time for registration of voters preceding primaries.

SECTION 1. Be it enacted by the General Assembly of Maryland,
that Sec. 18 of Article 33 of the Annotated Code of Mary-
land (1951 Edition—being Sec. 15 in 1947 Supplement),
title "Elections," sub-title "Registration," be and it is
hereby repealed and re-enacted, with amendments, to read
as follows:

18. (a) On the second Tuesday preceding any primary
election and on the Tuesdays five and four weeks, re-
spectively, preceding any general election, each Board of
Registry in the respective counties shall meet at the place
designated by the Board of Supervisors of Elections and
shall proceed to make a registration of all the persons in
