HARFORD COUNTY,— The sheriff of, shall pro-

vide, at the county charge, separate bal-

lot boxes for electing said commission-

ers,

Judges of election shall receive and

count said ballots, and certify the result

to the orphan's court,

The school commissioners, so elected,

shall on one of the two last days in July,

annually, meet at the place of holding

the polls, and then and there accertain

the number and condition of the schools

in such district,

"

Any number attending may act for the

whole,

"

"

And shall proceed to distribute the mo-

nies appropriated to said district among

the several teachers who shall have been

teaching school in the said district for

the preceding six months,

"

Such distribution to be in proportions,

equal or unequal, at the discretion of

said commissioners, not exceeding $15

per month to any one teacher,

"

"

No teacher to partake, unless he sus-

tains, in the estimation of a respectable

number of the patrons of his school, a

character for integrity, sobriety, &c.

And before payment, they shall re

quire of the teacher to relinquish or re

fund all charge made for schooling

such children of needy parents as the

commissioners shall designate to him,

Said commissioners shall increase the

allowance in proportion to sparceness of

school population in the neighborhood of

the school, &c. &c.

Oath required of said commissioners,

$100 to be excepted from distribution,
