which they may create, alter or renew at pleasure, and may
hold real or personal property, to an amount not exceeding
in value the sum of three thousand dollars.

CHAP. 23.

SEC. 2. And be it enacted, That the affairs of said cor-
poration shall be conducted by five trustees, who shall have
power to elect a president and secretary, to be chosen out
of the board of trustees, and the said trustees shall be elec-
ted on the first Monday in November annually, or within
thirty clays thereafter, by the persons who shall be subscri-
bers to said academy at the time of such election; and the
trustees so elected shall continue to perform the duties of
their appointment for one year from the date of their elec-
tion, or until their successors shall be duly elected as pre-
scribed by this act; and if a vacancy shall occur in said
board of trustees, by death, resignation or removal, it shall
be filled by said board until the next regular election.

SEC. 3. And be it enacted, That the said trustees shall
have power to pass such by-laws for the regulation of said
academy as they may think, proper; provided, the same be
not inconsistent with the laws of this State, or of the Uni-
ted States.

SEC. 4. And be it enacted, That the General Assembly
reserves to itself the power to amend or repeal this act
whenever, in their judgment, the public good may re-
quire it.

Right to repeal.

SEC. 5. And be it enacted, That John B. Chineweth,
George Bramwell, Daniel Stull, John Williams and John
Kelly, of William, be and they are hereby constituted
trustees until the first annual election, and until their suc-
cessors shall be duly elected.

CHAPTER 23.

Temporary
trustees.

An act to alter and change the name of Isaac Smith, of
Washington County, to the name of Isaac Smith Clay-
ton.

Passed Jan. 21,
1841.

Be it enacted by the General Assembly of Maryland,
That from and alter the passage of this act, the name of
Isaac Smith, be and the same is hereby altered and changed
to Isaac Smith Clayton; and it shall and may be lawful for
the said Isaac Smith, at all times hereafter, to be called and
known by, and hold and use the name of Isaac Smith Clay-
ton, and by that name to purchase, hold, sell, contract,
