Arundel County', to follow immediately after Section 391 and to be under
the new sub-title 'Merit System', authorizing and empowering the Board
of County Commissioners of Anne Arundel County to provide for a Merit
System for County employees, and to adopt and promulgate rules and
regulations therefor".

INTRODUCTION OF RESOLUTIONS

House Resolution No. 1—By Messrs. Kenney and Reed:

House Resolution commending the Christian Science Monitor on the
occasion of its Fiftieth Anniversary.

WHEREAS, On October 18, 1958, the Christian Science Monitor

will issue a special Golden Jubilee Edition in commemoration of fifty
years of continuous publication; and

WHEREAS, The Christian Science Monitor, published in Boston,
Massachusetts, has achieved world-wide circulation; and

WHEREAS, The Christian Science Monitor has brought the word
of Truth and Democracy and Americanism to practically every
County on the Globe; and

WHEREAS, The Christian Science Monitor, by virtue of its fearless
and objective and non-partisan reporting, has achieved an enviable
reputation as one of the world's leading daily newspapers; and

WHEREAS, The Christian Science Monitor enjoys a wide circulation
among Maryland residents; and

WHEREAS, The Christian Science Monitor is used extensively by
outstanding Maryland industries and business to advertise their
products throughout the world; and

WHEREAS, In recognition of these splendid, worthy and magnificent
contributions to the cause of world peace and understanding and
goodwill; now, therefore, be it

Resolved by the House of Delegates of Maryland, That this House
salutes the Christian Science Monitor upon the occasion of its
Fiftieth Anniversary; and be it further

Resolved, That the Chief Clerk of the House be instructed to send
a copy of this Resolution to the Christian Science Monitor.

Was read and adopted.

REPORTS OF STANDING COMMITTEES

On motion of Mr. Boone, duly seconded and two-thirds of the mem-
bers-elect voting in the affirmative, the rules were suspended by yeas and
nays as follows for the purpose of reporting House Bill No. 1.
