In accordance with the provisions contained in Article 2, Section 17,
I am submitting herewith for reconsideration by your Honorable Body,
the Bills listed below, which were passed at the 1958 session of the
Legislature and subsequently vetoed by me.

Dear Mr. Speaker:

In 1954, I approved legislation under which evidence of continuing
financial responsibility is permanently required of automobile operators
as a condition precedent to restoration and continuance of their operating
privileges in the following situations:

(a) The license has been revoked or suspended under the mandatory
provisions of the motor vehicle law for such violations as manslaughter,
drunken driving, failing to stop after an accident, and operating on a
revoked license.
