part of the Senate, to wait upon the Governor and inform him that the
General Assembly is now prepared to receive any communication which
he may desire to make.

We concur in your proposal for the appointment of a joint committee
of five members and have appointed on the part of the Senate, Senators
Nock and Phoebus.

We also desire to inform you that the Senate is organized, the Honor-
able Louis L. Goldstein having been elected President and J. Waters
Parrtsh having been elected Secretary of the Senate.

MESSAGE FROM MAYOR OF BALTIMORE CITY

ANNAPOLIS, MD., June 11, 1958.

To:

The President of the State Senate, the Speaker of the House of
Delegates and the Members of the Baltimore Delegation to the
Maryland General Assembly:

Both the Charles Center and the Civic Center projects were initiated
and brought to the City Government by forward-looking Baltimore busi-
ness leaders who sincerely believe both projects are of tremendous impor-
tance in the effort to revitalize the downtown area and continue progress
in Baltimore.

As Mayor, I have approved both of these projects in principle, and I
concur in the belief that they are necessary if Baltimore is to remain a
vigorous thriving city.

We have the opportunity to speed up the progress of these two projects
by enactment of enabling legislation at the special session of the State
Legislature on Friday, thus making it possible for the voters to decide on
loan proposals in November.

I believe it would not be in the best interests of the City of Baltimore to
delay action on either of these projects. Spokesmen for the Greater
Baltimore Committee, the Civic Center Commission, and other interested
groups and agencies will be at Annapolis to explain the plans for the
projects, in detail, and it is my earnest hope that the Legislature will
approve both projects.
