legal voters of Baltimore City; and declaring this Act to be an emergency
measure."

Mr. Goldstein, from Rules Committee recommended House Bill No. 2 be
re-referred to the City Senators.

INTRODUCTION OF RESOLUTION

Senator Turnbull asked that the rules be suspended in order to report
the following resolution and two-thirds of the Senators-elect, voting in the
affirmative, the rules were suspended by yeas and nays as follows:

Senator Goldstein for the Committee on Rules reported favorably
Senate Resolution No. 3—By Senator Cole:

Senate Resolution welcoming to the State of Maryland His Excel-
lency, Kwame Nkrumah, Prime Minister of the Republic of
Ghana.

During the month of July the United States will be honored by a
visit from His Excellency, Kwame Nkrumah, Prime Minister of the
Republic of Ghana.

Prime Minister Nkrumah is a great Champion of Democracy, and
it is only fitting that he should be welcomed by the Great State of
Maryland, birthplace of the Act of Tolerance and of the Star Spangled
Banner, and a great contributor to the cause of justice and freedom.
One of Mr. Nkrumah's objectives during his visit to the United
States will be inspection of hydro-electric plants. Accordingly, we
welcome him also to the great hydro-electric installation on the
Susquehanna River in Maryland.

Mr. Nkrumah received much of his education in the United States,
and it is our pleasure to welcome him within our State. Now, there-
fore, be it

Resolved by the Senate of Maryland, That a warm and cordial
welcome be accorded to His Excellency, Kwame Nkrumah, Prime
Minister of the Republic of Ghana upon the impending occasion of a
visit to the State of Maryland; and be it further

Resolved, That His Excellency Governor Theodore R. McKeldin
be requested to extend to the Prime Minister the hospitality of the
State during his visit to Maryland; and be it further

Resolved, That the Secretary of the Senate be instructed to send a
copy of this Resolution to Prime Minister Kwame Nkrumah.
