Twenty-nine Senators having answered to their names, a quorum
being present, the Senate of Maryland—Special Session of June 13, 1958,
is now ready for the transaction of business.

Prayer was offered by Rev. Charles F. Kirkland.

The first order of business will be the election of a temporary presiding
officer. Are you ready for the question?

The Hon. Frederick Malkus nominated the Hon. Ralph Mason as
temporary presiding officer. Which nomination was seconded by the
Hon. H. Winship Wheatley. There being no other nominations, the nomi-
nations were closed and the Hon. Ralph Mason was unanimously elected
President Pro Tem.

The Senators from Somerset and Baltimore Counties were appointed
to escort the President Pro Tem to the Chair.

The next order of business was the election of a permanent Presiding
Officer.

The Hon. J. Grason Turnbull, seconded by the Hon. Harry T. Phoebus
nominated the Hon. Louis L. Goldstein of Calvert County for permanent
presiding officer of the Senate.

There being no other nominations, the nominations were closed.

The roll was then taken on the election of the Presiding Officer
as follows:

Senators:

President, Bertorelli, Buffington, Cole, Dean, Della, DiDomenico, Downey, Flanagan,
Friend, Goodman, James, Johnson, Malkus, Mason, Mattingly, Mudd, Nock, North,
Northrop, Phipps, Phoebus, Ramsburg, Rasin, Redden, See, Shipley, Turnbull, Wheatley.

Total—29

NEGATIVE—NONE
The Hon. Louis L. Goldstein was elected President of the Senate.

The Senators from Baltimore and Somerset Counties escorted the
President to the Chair. The President made a short address.

Convening The General Assembly of Maryland In
Extraordinary Session at Annapolis, Maryland

Friday, June 13th, 1958 at 10:00 A. M.

WHEREAS, Federal legislation has been enacted making federal funds
available on a temporary emergency basis to provide up to thirteen addi-
tional weeks of unemployment compensation for Maryland workers whose
benefits have been exhausted under our State Unemployment Compensation
Laws; and
