July next succeeding the making of such special assessment,
as hereinbefore provided, and shall be collected in the same
manner provided by law for the collection of county taxes in
said county, and shall be subject to interest from the first
day of the following September until paid at the rate of six
per cent per annum. Any person shall have the right to
anticipate the payment of any or all installments not then
due. Any assessment or part thereof remaining due and un-
paid shall be collected in the same manner provided by law
for the collection of delinquent taxes.

(e) All money so received by the Director of Finance on
account of such special assessments and interest thereon shall
upon order of the said County Council be paid over to the
said Secretary-Treasurer of Chevy Chase—Section 4, and
shall be treated as a special fund, which said fund shall be
kept as a separate account and fund, together with the
moneys received from the sale of bonds or other evidences of
indebtedness issued for the road and street improvement as
provided in Sections 104 (a) and 104 (b). And said Citizens
Committee of Chevy Chase—Section 4 shall become charged
with the duty -to build, construct, rebuild or reconstruct such
streets, roads, lanes, sidewalks, curbs, gutters and/or cross-
ings within the said Chevy Chase—Section 4 in accordance
with the plan and method hereinbefore provided and to make
all necessary contracts therefor in the manner and subject to
the conditions provided in Section 102 hereof.

(f) The provisions of this section relating to the levy of
special assessments shall not apply to the maintenance of and
repairs to roads, streets, lanes, sidewalks, curbs, crossings
and/or gutters as distinguished from the building, rebuild-
ing, constructing and reconstructing thereof as hereinbefore
authorized nor to deprive the Committee of the power con-
ferred in Sections 101 (a) and 101 (b) hereof, to maintain,
and repair roads, streets, lanes, sidewalks, curbs, gutters
and/or crossings, and to reconstruct same, and to pay there-
for from the proceeds of general taxes without the formalities
prescribed in this section for the making of road and street
improvements for which special assessments are to be levied.

104. (a) For the purpose of making any road and street
improvements for which assessments have been ordered under
the authority conferred in Section 103 of this sub-title and for
making other improvements, including fire protection and
equipment and exclusive of maintenance and repairs, the said
Citizens Committee of Chevy Chase—Section 4, is hereby
authorized and empowered to borrow from time to time on
the credit of said Chevy Chase—Section 4 a sum or sums of
