has been approved by the Washington Suburban Sanitary
Commission.

SEC. 8. And be It further enacted, That the Mayor and
Town Council may require any owner or developer of a sub-
division or tract of land upon which dwellings, apartments,
stores or other buildings are to be erected to contribute what
it deems to be a fair share of the cost of a drainage project
before it approves or constructs such project, such contribu-
tion to be paid in cash before construction begins or secured
to the satisfaction of the Mayor and Town Council; and said
Mayor and Town Council may construct any part of an ap-
proved drainage project, provided the person or company
interested contributes not less than one-half of the cost
thereof.

SEC. 9. And be it further enacted. That this Act shall not
become effective until it shall have been submitted to the
qualified voters of the Town of Cheverly, Prince George's
County, at the next regular municipal election, or at a
special election to be held on such date as shall be determined
by the Mayor and Town Council, and there shall be printed
on the ballots to be used at said election, the title of this
Act and underneath said title on separate lines, a square or
box to the right of and opposite the words "For Adoption of
Storm Water Drainage Act", and a corresponding square or
box to the right of and opposite the words "Against Adoption
of Storm Water Drainage Act", so that the voters shall be able
to designate by a cross mark in the proper square or box his
or her decision for or against said proposed act. If it shall
appear, from the results of said election, that a majority of
the votes cast are "Against Adoption of Storm Water Drain-
age Act", then this Act shall not become effective and it shall
be null and void, but if a majority of the votes cast are "For
Adoption of Storm Water Drainage Act", then this Act shall
immediately become effective.

SEC. 10. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.
