SEC. 3. And be it further enacted, That the officers now
in office under the present existing Charter shall continue to
serve until the term for which they have been elected or
appointed shall expire or until their successors are duly elected
and installed as hereinbefore provided by this Charter, pro-
vided however, that the Mayor and Town Council shall, on the
first Monday in May, 1950, appoint for a term of one year
Councilmen to fill. the vacancies created by the expiration of
the term of the two Councilmen elected for a term of two
years at the election held on the first Monday in May, 1948, or
in lieu thereof, provide by ordinance for a special election to
be held on the first Monday in May, 1950, for the purpose of
electing two Councilmen to serve for a term of one year, there-
after as provided in the Town Charter.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 357
(House Bill 387)

AN ACT to authorize the Mayor and Town Council of
Cheverly, Prince George's County, Maryland, to establish
and maintain a storm water or surface drainage system for
the control and disposition of surface water, including
storm water drainage, within the limits of the Town of
Cheverly, provided such plan or design is approved by the
Washington Suburban Sanitary Commission; to borrow
money on the credit of the Town for the construction of
said system or systems, to issue bonds or certificates of
indebtedness to finance such construction, and to assess
the cost of said construction, including all financing costs
against the owners found to be specially benefited, making
such assessment a lien upon the property specially benefited
and to provide a referendum thereon.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Town Council of Cheverly is hereby
