large, beginning with the election to be held on the first
Monday in May, 1951, shall be elected for a term of four years.
No person shall be allowed to vote in any election in said
Town except those persons whose names appear upon the
registration books of said Town. The Mayor and Town Coun-
cil shall, on or before the first Monday in April, 1949, and
every second year thereafter, appoint three judges and two
clerks, who shall themselves be registered voters, to conduct
the elections. All elections for town purposes shall, as nearly
as practicable, be conducted in a manner similar to those for
election of County officers in Prince George's County, except
as herein otherwise provided. The Mayor and councilman at
large shall be elected by the combined vote of all of the wards
of the Town, and the ward councilmen shall be elected by the
votes of the wards in which they dwell. The candidate for
each office who shall receive the greater number of votes than
any other candidate for said office shall be declared elected,
and in the event, of a tie vote, another election shall be held
as soon as practicable to elect one of the candidates so tied.

(b) In all town elections, public notice thereof shall be
posted in not less than four public places at least ten days
before the date of election; the polls shall be open between
the hours of eleven A. M. and eight P. M., and three judges
and two clerks, hereinbefore mentioned in this section, shall
constitute a Board of Election Supervisors and shall deter-
mine the qualifications and right of each voter to participate
in the Town election, as hereinbefore provided. Immediately
upon the closing of the polls, the judges of the election shall
proceed to count the ballots but no ballot cast by a voter
dwelling in one ward for a candidate for the office of council-
man of another ward, and no ballot cast for more than one
candidate for the office of Mayor or councilman at large shall
be counted. The counting of the ballots shall not be ad-
journed or postponed until it shall have been fully completed,
and the returns shall be announced publicly and written
returns fully completed and signed by the judges and clerks
of election, and sealed in an envelope with the names of said
judges and clerks signed thereon, shall be sent, one copy to
the Mayor of said Town and one copy to the Town Clerk and
Treasurer for file among the records of the Town. Any judge
or clerk who declines to sign said return shall prepare, sign
and seal in an envelope and send as aforesaid, an individual
return, giving his reason therefor. The ballots shall then be
returned to the ballot boxes from which they were removed,
a paper seal with the signatures of the judges and clerks
thereon shall be pasted upon said ballot boxes in such manner
that the boxes cannot be opened without breaking said seal,
