874 LAWS OF MARYLAND. [CH. 356

192. The Mayor elected hereunder shall qualify upon the
next Monday night succeeding his election by taking an oath
before any officer of the State of Maryland duly authorized
to take an affidavit to the effect that he will obey the Con-
stitution of the United States and the Constitution and Laws
of the State of Maryland, and will fairly and impartially
administer the duties of his office, and such oath shall be filed
among the records of the Town. The Mayor shall act as
chairman of the Council during his term, and shall have all
the privileges of a ward councilman in debate and vote, also
clothed with all the power necessary to secure enforcement
of all ordinances and resolutions passed under the provisions
of this or any other act.

193. The councilmen at large of said Town shall possess
the same qualifications as the Mayor and shall qualify and be
disqualified in the same manner as does the Mayor. The
councilman at large elected as provided by this Charter shall
in the absence or inability of the Mayor, preside at the meet-
ings, in addition thereto at all times he shall have all the
privileges of a ward councilman in debate and vote.

194. The ward councilman of said Town shall possess the
same qualifications as the Mayor and shall qualify and be
disqualified in the same manner as does the Mayor. Each of
said ward councilmen, in addition to such qualifications, shall
dwell, at the date of his election, in the ward which he is
elected to represent, and in case he shall remove during his
term of office from the ward for which he is elected, his term
shall at once terminate and there shall exist a vacancy in the
office of ward councilman of such ward to be filled as here-
inafter provided. The ward councilmen shall receive no
salary and shall serve for a term of four years, or until their
successors shall have been elected and qualified. The absence
of any councilman or of the Mayor from three consecutive
meetings of the Mayor and Town Council, without excuse,
shall constitute a vacancy, and in case of a vacancy in any
of these offices by reason of death, refusal to act, disqualifica-
tion, resignation or removal beyond the Corporate limits, the
Mayor and Council, or a majority of them for the time being,
shall elect a Mayor, Councilman at large or a ward council-
man from the citizens of the Town to fill said vacancy until
his successors shall have been elected at the next regular
Town election, and shall have qualified. The vacancy so
caused as regards ward councilmen shall be filled from the
ward in which the vacancy occurred. Four members of the
Council may call a special meeting, at any time, upon one
days' notice, but no ordinance shall be passed by the Mayor
and Town Council except at a regular public meeting.
