as Section 21 and to follow immediately after Section 20
of said Article, and to read as follows:

21. Dr. John J. Rutledge is hereby designated as Chief
Consultant to the Bureau of Mines, at a compensation of
$4, 000 per year, for as long as he is able to serve. His
duties shall be to lend the benefit of his experience and
counsel in rendering advice on important or difficult ques-
tions when the Bureau through its Director so requests.

SEC. 2. And be it further enacted, That notwithstand-
ing the provisions of Section 18 of Article 89 of the Anno-
tated Code of Maryland (1947 Supplement), title "Depart-
ment of Labor and Industry", sub-title "Bureau of Mines",
relating to the appointment and tenure of the Director of
the Bureau of Mines; upon June 1, 1949, the term of the
Director of the Bureau of Mines in office as of that date
shall terminate. From June 1, 1949, the present senior
district mine inspector, Frank J. Powers, shall be Director,
with all the rights, privileges and duties as if he had been
appointed pursuant to Article 89, Section 18 of the Anno-
tated Code of Maryland (1947 Supplement), said Frank J.
Powers shall hold office as Director of the Bureau of Mines
in accordance with the provisions of the Merit System.

SEC. 3. And be it further enacted, That this Act shall
take effect June 1, 1949.

(Senate Bill 438)

AN ACT to repeal and re-enact, with amendments, Sections
1, 2 and 8 of Chapter 4 of the Acts of 1948, Extraordi-
nary Session, relating to the Armory Loan of 1948.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 1, 2 and 8 of Chapter 4 of the Acts of 1948,
Extraordinary Session, be and they are hereby repealed
and re-enacted, with amendments, to read as follows:

1. That in order to provide for the erection of armories
first at Prince Frederick, in Calvert County, at Oakland,
in Garrett County, at Ellicott City, in Howard County, at
Leonardtown, in St. Mary's County, and then at such other
