more County (1948 Edition), title "County Treasurer",
sub-title "Handling of Funds", providing for the sign-
ing of checks for the payment of County funds by the
Comptroller of Baltimore County or his Deputy, rather
than the auditor, and changing provisions of the law
with regard to bank deposits.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 66 of Smiths Code of Public Local Laws of
Baltimore County (1948 Edition), title "County Treas-
urer", sub-title "Handling of Funds", be and the same is
hereby repealed and re-enacted, with amendments, to read
as follows:

66. All money belonging to the county received by the
Treasurer shall, promptly thereafter be deposited in such
bank or banks as the County Commissioners may desig-
nate; but no money shall be drawn from the said bank or
banks except by a check signed by the Treasurer, or in
his absence by the Chief Clerk to said Treasurer, and
countersigned by the Comptroller of Baltimore County or
his Deputy, and endorsed by the person to whom it is
paid; provided, however, that the signing of a check or
checks by the said Chief Clerk shall not relieve the Treas-
urer or his bondsmen or sureties of his, its or their
liability.

SEC. 2. And be it further enacted, that this Act is hereby
declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

(Senate Bill 353)

AN ACT to add a new section to Smiths Code of Public
Local Laws of Baltimore County (1948 Edition), to be
under a new sub-title to be known as "Comptroller",
under the title "County Commissioners", said new sec-
tion to be known as Section 58A, to follow immediately
after Section 58, authorizing the County Commissioners
