(9) To any person, as an operator or chauffeur, afflicted
with or suffering from such physical disability or disease that
would tend to prevent such person from exercising reasonable
and ordinary control over a motor vehicle while operating the
same upon the highways; physical disability to include the
loss of an arm or leg, or both. In such cases the department
may require the person suffering such loss to wear a workable
artificial limb or other similar body attachment as herein-
after provided. If such person can satisfactorily pass the
required examination, a restricted license may be issued by
the Department as hereinafter provided;

(10) To any person, as an operator or chauffeur, whose
vision fails to meet the eye test requirements of the De-
partment, as hereinafter provided;

(11) To any person, as an operator or chauffeur, who is
unable to understand street and highway warning or direc-
tion signs written in the English language;

(12) To any person, as an operator or chauffeur, who has
reached the age of seventy (70) years, unless such person
shall present to the Department proof of having previously
operated a motor vehicle satisfactorily. In the absence of
such proof, such person shall present to the Department a
certificate from a reputable physician attesting to such per-
son's general physical and mental qualifications.

SEC. 2. And be it further enacted,, That nothing in this Act
shall be construed to affect any license issued before this Act
goes into effect, for the operation of a motor scooter or of a
bicycle with motor attachment. All such licenses shall re-
main valid according to other provisions of this Article, as if
this Act had not been passed.

SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1949.
