upon completion of the park according to the plans shall
issue the license.
Upon application for a transfer of the license, the Board
of Health shall issue a transfer if the Superintendent of
Police shall report that the transferee is of good moral
character.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(House Bill 277)
AN ACT to add eighteen new sections to Article 1 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Allegany County", to be under sub-title "Cresaptown
Special Taxing Area or District", said new sections to be
known as Sections 124B to 124S, inclusive, and to follow
immediately after Section, 124A of said Article, to create a
Special Taxing Area within Allegany County, Maryland,
and to provide for the government thereof and to incorpo-
rate the said Special Taxing Area; to provide for the con-
struction or acquisition by purchase or gift of a water
supply system; and the purchase of property, real or per-
sonal, or water rights wheresoever situate therein re-
quired for use in the construction, maintenance, or opera-
tion of a water supply system in Allegany County, Mary-
land, and to provide for the issuance of bonds for the
purpose of such construction or purchase and the levy of
taxes, assessments, and benefits and rates for the payment
of said bonds in said district; to provide for the operation,
maintenance, regulation, and control of said system; and to
provide penalties for certain offenses defined herein, and
for other purposes.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That eighteen new sections be and they are hereby added
to Article 1 of the Code of Public Local Laws of Maryland
