CHAPTER 163
(House Bill 237)

AN ACT to repeal Section 59K of Article 48 of the Anno-
tated Code of Maryland (1947 Supplement), title "In-
spections", sub-title "State Tobacco Authority", and to
enact in lieu thereof a new Section 59K, to repeal and re-
enact, with amendments, Section 59-1 of said Article, pro-
viding regulations for the marketing of leaf tobacco.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 59K of Article 48 of the Annotated Code
of Maryland (1947 Supplement), title "Inspections'7, sub-
title "State Tobacco Authority", be and it is hereby repealed
and that a new Section 59K be and it is hereby enacted in
lieu thereof and that Section 59-1 of said Article, be and it
is hereby repealed and re-enacted, with amendments, and all
to read as follows:

59K. (Rules and Regulations) (a) The Tobacco Board of
Trade or The Tobacco Warehouse Association of Southern
Maryland shall give written notice to the Authority at its
headquarters in Upper Marlboro at least ten days in advance
of any meetings to be held by either the Board or the Ware-
house Association for the purpose of setting or fixing the
opening and/or closing dates for the Maryland Tobacco
Auction markets. At any such meeting the Authority, the
representative of the market selling agencies and the repre-
sentative of the tobacco buyers shall each have one vote in
determining the opening and closing dates for said auction
market.

(b). The Authority shall make inspections from time to
time or upon request of any interested party in order to de-
termine the, accuracy of any weights or measures used by
any licensed tobacco commission sales agency.

(c). At any auction sale, any producer or owner of tobacco
shall have twenty minutes after a final bid is made upon
any lots of tobacco offered for sale by such producer or
owner, in which to accept or reject said final bid. In the
event a bid is not rejected within said time limit, the sale
shall become final.

(d). In the event any licensed tobacco commission sales
agency as hereinafter provided for shall purchase for and on
its own account any tobacco lawfully consigned to said
agency, such tobacco shall be re-offered for sale on the same
