laws as well as the ordinances of the town, and shall have
authority to retain custody outside of the town, over persons
arrested, which are in the course of being taken to a Justice
of the Peace or to jail.
SEC. 15. There may be appointed a Health Officer for said
town who shall be a licensed physician, and who shall enforce
the ordinances of the town with respect to health and sani-
tation, and who shall have all of the power granted to local
health officers by the Code of Public General Laws of Mary-
land.
SEC. 16. Before entering upon the duties of his office, the
Mayor shall take the Constitutional Oath of Office before the
Clerk of the Circuit Court or one of his deputies, and all
other elective and appointive officers shall, before entering
upon the duties of their office, take the Constitutional Oath
of Office before the Mayor, and the certificate of all oaths
shall be filed1 with the Town Clerk and shall become a part of
the record^ of the town.
SEC. 17. All persons elected or appointed to any municipal
office shall hold their respective offices or positions until the
new Mayor and Council is sworn in after each election, and
until their successors are appointed and qualified, unless sus-
pended or removed from office as provided in Chapter 88 of
the Acts of the General Assembly of Maryland of 1939.
SEC. 18. The Treasurer and/or special officers shall give
bond to the Mayor and Town Council in such penalty and with
such sureties as the Mayor and Town Council may require,
conditioned upon the faithful performance of the duties of
their respective offices, and to account for all funds of the
town which may come into their hands.
SEC. 19. The Mayor and Town Council shall have power to
grade and re-grade streets, sidewalks, alleys and roadways and
to improve or pave the same; to develop park areas, install
street lights,; and provide for fire protection.
SEC. 20. The Mayor and Town Council is hereby empowered
and authorized to construct and reconstruct, surface and re-
surface roadbeds, sidewalks, curbs, gutters, and street im-
provements, or any or all, in the Town of Forest Heights, in
such cases as it may determine the same to be necessary for
the public benefit and for the benefit of the abutting land and
of the owners of! the said abutting land, provided that before
any permanent street, sidewalk and/or curb improvement shall
