laws of this State and any person who feels aggrieved by
the action of the Board of ^Registration either by refusing to
register an applicant or in refusing to erase from the register
the name of any such suspected person, shall have the same
right of appeal to the Circuit Court for Prince George's
County, as now exists under the said general laws and the
procedure in such cases shall be the same and the Circuit
Court for said County is hereby vested with jurisdiction and
authority to hear and determine all such appeals. Not less
than seven days' notice of the time and place and hours of
registration shall be given by the Mayor and Town Council
in advance of the first day fixed for such registration. When
not in actual use for registration or election purposes the
books of registration shall be deposited in the custody of the
Treasurer of said town, and shall be open to public inspection
free of charge, subject, however, to such regulations as the
Mayor and Town Council may prescribe.

The Town Clerk and the members of the Mayor and Town
Council and any person designated by the Mayor and Town
Council for the purpose of registering voters, are hereby em-
powered to administer an oath to all applicants for registra-
tion, and any person who swears falsely touching his qualifi-
cations as a voter or registrant, or his identity shall be guilty
of the crime of perjury and shall be subject to the penalties
prescribed by the Public General Laws of Maryland.

SEC. 11. All nominations of candidates for Mayor, Council-
man and Treasurer shall be made in a general convention held
on the fourth Wednesday in April of each year, beginning with
the fourth Wednesday in April of the year in which this incor-
poration may become effective. The convention to nominate
candidates for the office of Mayor and Treasurer shall be a
general convention of the registered voters of the Town and
the conventions to nominate candidates for the offices of
Councilmen shall be general conventions of the registered
voters of the respective wards,

The conventions aforesaid shall meet at such time and place
on the day aforesaid as the Mayor and Town Council of Forest
Heights shall designate, and seven days' public notice thereof
shall be given by posting notices thereof in at least five con-
spicuous places in said town, at least one in each ward.

The convention for the nomination of candidates for Mayor
and Treasurer shall be called, to order by the Mayor and the
conventions for the nomination of candidates for Councilmen
shall be called to order by the Councilman in each ward,
whose term of office does not expire, if present at the time and
place designated. If the term of both councilmen expires at
the next election, the senior Councilman shall preside and
