trate for Juvenile Causes was to hear and determine cases
involving the desertion or non-support of a wife where no
minor children are involved, yet it seems to me that such juris-
diction will exist if this Bill becomes law.

Another feature of this Bill which requires comment is that
relating to appeals, which, under its provisions, may be taken
at any time prior to the beginning of the next jury term of the
Circuit Court for Washington County. It seems to me that
this permits the fate of minor children to remain unsettled
much longer than is necessary. I have, therefore, vetoed this
Bill.

WASHINGTON SUBURBAN SANITARY DISTRICT

HOUSE BILL No. 496

AN ACT to add a new section to Article 16 of the Code of
Public Local Laws of Maryland (1947 Edition), title
"Montgomery County", sub-title "Washington Suburban
Sanitary District", said new section to be known as Sec-
tion 1309A and to follow immediately after Section 1309 of
Article 16 and to add the same section to Article 17 of the
Code of Public Local Laws of Maryland (1943 Edition),
title "Prince George's County", sub-title "Washington Sub-
urban Sanitary District", said section to be known as Sec-
tion 1444A and to follow immediately after Section 1444 of
Article 17, authorizing the Washington Suburban Sanitary
Commission, upon petition, to construct a storm drainage
system within, across, adjacent to or immediately abutting
public or private property, provided the resident property
owners of said property, and voters of the State agree prior
to its construction to contribute toward the cost of the con-
struction of said storm drainage system.

The State Roads Commission informs me that this Bill is
undesirable and has requested me to veto it. I have concluded
to follow its recommendation.

WILLIAMSPORT
HOUSE BILL No. 702

AN ACT to authorize compensation for expenses to the
Mayor, Assistant Mayor, and Councilmen of the town of
Williamsport, Washington County, during their present
term.

This Bill, I think, is a clear violation of Section 35 of Article
3 of the Constitution in that it attempts to compensate cer-
tain officers of Williamsport for expenses incurred in the per-
