HOUSE BILL No. 694
AN ACT authorizing and directing the Police Commissioner of
Baltimore City to pay a pension to Howard J. Langley, a
former member of the Police Department of Baltimore City.
I am vetoing this Bill because it directs the Police Commis-
sioner of Baltimore City to pay a pension to a former mem-
ber of the Department. My reason for doing so is that I
should be reluctant to approve this Bill and direct the pay-
ment of a pension and to deprive the officials of the Police
Department of the City of their authority to give the case
such consideration as it may deserve.
HOUSE BILL No. 711
AN ACT to authorize and direct the County Commissioners of
Harford County to pay a pension to W. Elijah Somerville.
I am vetoing this Bill because it directs the County Com-
missioners of Harford County to pay a pension to the County
Surveyor. As with other Bills of this character, I think the
ultimate determination of the propriety of such payment
should rest with the County Commissioners and not with the
State.
PRINCE GEORGE'S COUNTY
HOUSE BILL No. 626
AN ACT to add seven (7) new sections to the Code of Public
Local Laws of Prince George's County, being Article 17 of
the Code of Public Local Laws of Maryland, Flack's 1943
Edition, title "Prince George's County", sub-title "Roads",
said new sections to be numbered consecutively beginning
with Section 1213A, to follow immediately after Section
1213 of said Code, and to provide for the acquisition of
tracts or parcels of land or parts thereof reserved for
rights-of-way of proposed highways, streets, or roads, in-
cluding those adopted as part of the Metropolitan District
Improvement Program of Prince George's County, reserva-
tions for which have been or may be made pursuant to the
provisions of Title IV of Article 66B (Zoning and Plan-
ning) of the Code of Public General Laws of Maryland
(Flack's 1939 Edition), as the same applies to Prince
George's County under the provisions of Title V of said
Article 66B, as amended by Chapter 760 of the Laws of
Maryland, 1947, by authorizing the County Commissioners
of Prince George's County to issue, from time to time, gen-
eral obligation bonds of the County in an aggregate amount
